You simply need a global list of STV servers for that to work. Think of queue times for joining a competetive CS: GO lobbies, a game which consistently drags in more players than TF2 does.
Now imagine that each lobby you join requires almost DOUBLE the players, as well as the limitation that there may only be two players per class. That two minute CS: GO queue time has suddenly jumped up to an unrealistic 30 minutes, and maybe even up to an hour if you want to play only a specific map.
